Chip Technology Firm ARM to Ease Fees for Startups, Join Incubator

ARM, owned by Japan’s Softbank, licenses its intellectual property to companies like Qualcomm, Apple, and Samsung, which in turn use the technology in their respective chips for smartphones and other devices.
